You are invited to the eighth annual “Firemen’s Barbecue” and the twenty-third annual All Districts’ Meeting and Budget Hearing on Thursday, July 21, 2011 at the Teton Village Firehouse.

The Annual All Districts’ meeting will begin at 6:00 p.m. in the firehouse. Board members from each of the special districts will report on projects and events. The annual budgets for the 2011-12 fiscal year will be presented for public comment.

Dinner will be served at 7:00pm. Kevin Salava, Fire Chief and “Chef Extraordinaire” will once again be serving beef tenderloin, served with grilled vegetables, and a delicious assortment of hors d’oeuvres, salads and desserts. Wine and beer will be offered in the hospitality tent.

FIREWORKS CELEBRATIONS: JULY 3RD & JULY 4TH

The night sky over Teton Village will light up again during this year’s Independence Day celebration with brilliant fireworks displays on both July 3rd and July 4th. So much enthusiasm was generated in the past two years that Teton Village Association will continue celebrating two days in a row.

There will be free concerts both days prior to the fireworks shows. On Sunday, July 3rd the Jazz Foundation of Jackson Hole will start at 7:00pm followed by the Brass in Blue by the US Air Force Heartland of America band at 8:30pm. The live music will be at the Village Commons followed by the firework display at 10:00pm.

On July 4th, The Monkey Wrench Gang will perform at the Village Commons from 6:00pm until 10:00pm leading up to the Fireworks at 10:00pm. For more details on these activities, contact the TVA at: tva.events@gmail.com or by calling (307) 733-5898.

FALL 2011 ELECTIONS FOR BOARD POSITIONS

Nominations are open for director’s positions this year as follows:

Teton Village Architectural Committee

The three-year position which represents single family property owners on the Teton Village Architectural Committee will be voted upon in December. You must be a resident of Teton County to serve on the TVAC. Only owners of single family properties may vote in the TVAC election for single family representative. Ballots will be sent out November 15, 2011, and must be returned by December 15, 2011. Contact Patti Harmon for more information.

Local Government

A three-year term on the Teton Village Improvement & Service District Board (ISD) will be voted on. You must own property in the residential area of Teton Village or Granite Ridge to serve on this board. Contact Patti Harmon for more information.

A three-year term on the Teton Village Association Board will be voted on from candidates who are

primarily engaged in the lodging business in Teton Village. A three-year term on the Teton Village Resort District Board will be voted on from candidates who are electors in the District. Contact Sue Bybee for more information regarding these positions.

All elections are conducted by mail ballot. If you are a registered voter within District boundaries you will automatically receive a ballot to vote for directors in the following election:

In addition, property owners may vote in their respective ISD elections by requesting a ballot in writing. Anyone interested in running for any of these local government offices must submit an Application for Election between August 10 – August 30, 2011. THE TETON VILLAGE ARCHITECTURAL COMMITTEE

The Teton Village Architectural Committee (TVAC) reviews projects to insure that they follow the requirements of the Restrictive Covenants and Design Guidelines of Teton Village. Property owners are reminded that a permit from the TVAC is required for the following:

  • Any exterior changes. This includes color changes and any changes in the type of material used.
  • All remodel projects that involve any exterior modifications
  • Any landscaping changes, including tree removal and the addition of hot tubs and decks
  • All signage
  • All requests to burn debris
  • All new construction, and the addition of any out buildings

Herb Brooks, the TVAC’s Building Inspector, makes on-site inspections to make sure that the building setback and height requirements are followed, and that what is being built is what was approved by the Committee.

The Committee has open meetings on the third Tuesday of each month in the Districts’ Office, 7020 Rachel Way, at 8:00a.m. If you have a project planned, you need to call Patti Harmon at (307) 733-5457 at least two weeks before the monthly meeting to be included on the agenda. TETON VILLAGE WATER & SEWER DISTRICT UPDATES

TETON VILLAGE WATER & SEWER DISTRICT EMPLOYEE DIRECTORY

The Teton Village Water & Sewer District has a staff of highly qualified personnel. Like other licensed professionals, staff operating the wastewater treatment plant and water system must take coursework and pass exams for certification. Once licenses are earned, employees must keep them up to date by taking continuing education courses on an annual basis.

The wastewater treatment plant operates under strict permits issued by the DEQ and EPA, and require the District to employ operators with Class IV licensure. The water supply is monitored daily for safety, and must meet local, state, and federal standards. William Madasz took over the top position as Chief Operator this year, with Johnny Hogue second in line as Supervisor. Serving the Teton Village community, the current staff members are:

PROPERTY TAXES DECREASE AND USER FEES INCREASE IN FY 2011-12

Lower valuations from the Teton County Assessor’s Office, and a drop in the mill levy from the Teton Village Water and Sewer District will result in lower property taxes for all property owners in Teton Village, including Granite Ridge and Shooting Star. The TVW&SD Board again voted to lower the mill levy by two mills, taking the mill levy from six mills to four mills in the upcoming fiscal year.

With the drop in revenue from taxes, user fees will increase. “We continue to move towards charging our customers for water and sewer services based on demand and actual consumption, rather than on the value of their property,” says Les Gibson, Chairman. “The only way to charge fairly is to reduce the mill levy. The bad news is that we have to raise fees.”

An analysis of charges to users caused the TVW&SD Board to make the first adjustment in FY 2010-11. “What we discovered was that the

combination of what is paid by each property in the mill levy to TVW&S together with what is paid in user fees, is inequitable,” says Joe Albracht. “This continues to be the case this year, and we are implementing a new fee structure that will allocate costs and fees that insure everyone pays an equitable price for water and sewer services.”

“No one likes to see an increase in fees,” continues Chairman, Les Gibson. “We have focused on cutting costs and to be fiscally responsible. However, with a decrease in revenue from the mill levy, the only way to balance the budget is to increase fees. We ask that property owners remember that they will see a reduction in their property taxes, which will relieve the burden of higher fees.”

The new rates for water and sewer service will be implemented with the July 2011 billing. Single family properties will still be offered an annual payment option.

UPDATE ON TETON VILLAGE WATER & SEWER CONSTRUCTION PROJECTS

Wastewater Treatment Plant Upgrade

The final punch list items for the Phase 2 upgrade of the wastewater treatment plant have been completed, and the project came in under budget. The upgrade brings all phases of the treatment process up to 900,000 gallons per day. Besides increasing capacity, the upgrade included the replacement of some very old equipment and added an odor control component

“We were able to take advantage of low construction costs and help the local economy at the same time,” says Jim Terry, Treasurer of the TVW&SD Board of Directors. “The contractor and sub-contractors were all Wyoming based companies.” Jim goes on to say, “No additional expansion of the treatment plant will be needed for many years. The expansion was done in response to a number of new projects expected to come online in the commercial area. They didn’t materialize, and with the current economic situation, we aren’t expecting any large-scale construction anytime soon.”

Water System Expansion Project

The water supply capacity in Teton Village saw a dramatic increase during the last year. Two new water supply wells were finished, increasing the available water from 2,000 gallons per minute to over 4,000 gallons per minute. The controls building, complete with a generator for emergency power, now sits on the maintenance lot, which is just east of the new skier parking lot on Apres Vous Road.

The water system improvement project was funded with grant monies from the State Land & Investment MRG Block Grant Program, loan monies from the State Revolving Fund, and District reserves.

A VERY SPECIAL “THANK YOU” TO DR. MORRIS MELLION

It isn’t often that a board gets the benefit of the knowledge and experience of someone like Dr. Morris Mellion – at no cost. It just so happens that the Teton Village Water and Sewer District was the lucky organization that Dr. Mellion chose to assist.

First appointed to fill a Board vacancy in October 2005, and then elected for a four-year term, Dr. Mellion served on the Board of Directors for the Teton Village Water and Sewer District until November 2010. “Moe” was an active member of the Board, using his expertise to update personnel policies. When considering any proposal before the Board, Moe was firm in his commitment to making Teton Village a better place, and was a strong advocate of fiduciary responsibility and “doing the right thing”. He helped the Board make tough decisions on capital projects, budget, and personnel matters.

The Teton Village community is grateful for Dr. Mellion’s service, and extends a hearty “Thank You” for a job well done!

HEARING ON CHANGES TO RULES AND REGS

The public will have the opportunity to comment on the approved changes to the Regulations for Water and Sewer Use of the Teton Village Water and Sewer District at the annual meeting on July 21, 2011. Amendments to paragraphs on rates and charges, connecting to District facilities, and delinquent accounts will be reviewed at the public hearing, which begins at 6:00pm in the Teton Village Firehouse.

REMINDER TO ALL PROPERTY OWNERS!

The regulations of the Teton Village Water and Sewer District prohibit discharges of certain harmful materials to the Sewer system. These regulations are required by the U.S. Environmental Protection Agency and the Wyoming Department of Environmental Quality, so that treated water from the sewer plant meets drinking water (Class I) standards. The wastewater plant purifies ordinary domestic waste, but cannot detoxify industrial-type wastes. You, as property owner, are responsible to ensure that these harmful materials do not enter the sewer system from your property. A fine of up to $2,500 could result from each occurrence!

TETON VILLAGE SPECIAL FIRE DISTRICT NEWS

FIRE DISTRICT CONTINUES TO MAKE PREPARATIONS FOR NATURAL DISATERS

The Teton Village Fire Department made a leap forward last year in being prepared to respond to a major emergency event. The firehouse is now equipped with a new 80 kw diesel generator that will power the firehouse and auxiliary equipment. Should there be a major earthquake or other natural disaster, emergency workers will set up operations in the firehouse. The upstairs apartments and office will be used as living quarters for all emergency personnel, and trucks, equipment, and the command center will be stationed on the lower level

Discussions are currently underway with commercial owners to establish designated shelters for stranded visitors and residents. “The Village does not currently have any authorized shelters,” says Kevin Salava, Teton Village Fire Chief. “We’re asking that any businesses with adequate facilities to provide shelter or a food line get in contact with Jim Flowers at Teton County Emergency Management,” continues Chief Salava. “We want to be able to get people taken care of in an organized fashion.”

WHAT CAN YOU DO TO BE PREPARED ~ BE PREPARED FOR 7 DAYS

Have you, your family, and/or business made preparations to be ready for an emergency event? Some simple preparations could make a big difference. The Teton County Office of Emergency Management urges everyone, including businesses housing guests, to have a plan and to take some basic precautions. Everyone should have some basic supplies on hand in order to survive for at least seven days if an emergency occurs. In the case of a major earthquake, individuals should be prepared to have no phone service (including cell), electricity, natural gas, water, or access to groceries for at least several days. Individuals should also consider having at least two emergency supply kits – one full kit at home and smaller, portable kits in their workplace, vehicle, or other places they spend time.

The following is a list of some basic items that every emergency supply kit should include. It is important to review this list and consider where you live and the unique needs of your family, businesses and guests. The emergency supply kit should meet those needs.

  • Water, one gallon of water per person per day for at least seven days, for drinking and sanitation
  • Food, at least a seven-day supply of nonperishable food
  • Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert and extra batteries for both
  • Flashlight and extra batteries
  • First aid kit
  • Whistle to signal for help
  • Dust mask, to help filter contaminated air, plastic sheeting and duct tape to shelter-inplace
  • Moist towelettes, garbage bags and plastic ties for personal sanitation
  • Wrench or pliers to turn off utilities
  • Can opener for food (if kit contains canned foods)
  • Local maps
  • Sleeping bag or warm blanket for each person

TETON VILLAGE FIREFIGHTERS EARN CERTIFICATIONS

The Teton Village Fire Department reached the highest levels of training this year than ever before, with a record number of firefighters with Firefighter II certification. “Emphasis has always been put on training,” says Fire Chief, Kevin Salava. “All of the volunteers work hard to advance their levels certification, through coursework and training. Better yet, twelve of our firefighters live in Teton Village, and five are certified in EMS. The Teton Village community is very fortunate to have these seventeen firefighters on board.”

IMPORTANCE OF DEFENSIBLE SPACE

The potential for fires is a concern for homeowners who live in or near wooded areas. Homeowners can help slow the advance of fire to their homes by creating a defensible space around the structure. Having defensible space also gives firefighters easier access to property.

Here are some things homeowners can do to create defensible space:

  • Remove downed trees and deadfall & remove branches to a height of 15ft within 100ft of all structures.
  • Water vegetation within 30 feet of each structure
  • Install a screen constructed of non-flammable material over the flue opening of every chimney or stovepipe. Mesh openings of the screen should not exceed ½”
  • Treat shake roof shingles with a fire retardant material before installation, and every three years to maintain fire resistance.

The removal of any trees requires the approval of the Teton Village Architectural Committee. The County also reviews construction projects for compliance with the Wild Land Urban Interface code in areas of Teton Village that are heavily forested. The Architectural Committee is responsive to these code requirements.

UPDATE FROM THE TETON VILLAGE IMPROVEMENT & SERVICE DISTRICT

DRIVERS ARE ASKED TO SLOW DOWN

The summer months brings a huge increase in the number of pedestrians and bikers on the roads in Teton Village. Please help us keep Teton Village a safe place for walkers, bikers and pets and obey the posted speed limit of 20mph throughout Teton Village.

NOXIOUS WEED CONTROL

The Teton Village ISD is participating in the Noxious Weed Cost-Share program offered through the Teton Conservation District in 2011. The roadsides in the residential areas of Teton Village and Granite Ridge will be sprayed for noxious weeds in July.

Landowners are responsible for mitigating noxious weeds on their property, and are also eligible for assistance through this program. August 17 this the enrollment deadline and all proper documentation and paperwork must be submitted by October 19th.

A reimbursement of up to 25% of the cost of noxious weed control may be received. To receive reimbursement through TCD an approved noxious weed control plan must be implemented, proper cost documentation submitted, and a post treatment follow-up review.

PARKING ON RESIDENTIAL ROADS

Parking is not allowed on any of the residential roads in Teton Village or Granite Ridge, except by special permit. Unauthorized vehicles may be towed at the owner’s expense. Parking permits may be obtained for specific purposes as follows:

One-Day Parking Permit: If you are hosting a special event at your home, you may request a one-day parking permit for roadside parking from the District Office at no charge. Permits must be requested at least 5 days in advance on the event

Parking during Construction: Roadside parking may be permitted for an extended period during construction. A $2500 deposit must be presented to the Teton Village Improvement & Service District by the property owner prior to beginning new construction or remodeling projects. Personnel from the ISD will place signs designative the approved parking location. A $50 penalty is assessed for each violation of the permit.

Teton Village has been identified by the Wyoming Game and Fish Department as an area of high priority for human-bear conflict mitigation. Please do your part to keep human-bear conflicts to a minimum. Keep all garbage in bear-certified containers, inside the garage or locked enclosure. Cans should be put out for pick-up on the morning of service (not the night before), and returned to the garage or enclosure promptly.

AN UPDATE FROM TETON VILLAGE RESORT DISTRICT

Teton Village Resort District continues to work with the Teton Village Association to upgrade the infrastructure in the commercial area of Teton Village. In the past year, the Resort District helped fund several landscaping projects throughout the Village. An irrigation system and landscaping project was started on the west side of Cody Drive across from Teton Mountain Lodge and additional plantings are being added early this summer. A small area in front of the Hostel has been re-landscaped, and perennials have been added to brighten up the east entrance to the Crystal Springs parking lot by the Hostel.

The appearance of the entrance to Teton Village will be a focal point of landscaping projects for this summer season. TVRD and TVA completed the fencing along the road and perimeters of the commercial area and cleanup and landscaping of the areas between the pathway and entry road and northern side of McCollister Drive will be completed this summer.

A building for storage of maintenance tools and equipment was constructed at the north east corner of the maintenance lot and additions to that building to work on, clean and store the red shuttle buses are forthcoming.

Other ongoing projects include improved signage and way finding, the realignment of the old entry road to intersect at the junction of Village Drive and Granite Loop Road by the Snake River Lodge and Spa, and improvements to the Village Commons area.

NEWS FROM TETON VILLAGE ASSOCIATION (TVA)


Village Commons

Teton Village Association has several projects in the works. In addition to the landscaping and construction projects described above, the TVA has received a grant from the State of Wyoming to help plan and design Apres Vous Road, which will replace the old 1960’s Teton Village entry road toward the north end of the Village.

Activities and special events continue to be a major focus of TVA during the summer months. The Village Commons was extremely well received last year, and the “Alive at 5” program will continue this summer with informational talks, live raptors, classical music and more. New this year is the “Symphony at 6” program with recordings of the Grand Teton Music Festival playing throughout the Commons each evening from 6 to 7pm. Also new

this year, on the upper plaza in the Commons above the pop-jet foundation, is the first of several information kiosks.

This year marks the 50th anniversary of the Grand Teton Music Festival, and TVA is honoring this by having a photo walk of Music Festival memories lining the west side of the common area pathway from the Mangy Moose to Walk Festival hall. In addition, the TVA will be installing temporary gravel pathways from the Cody lot to Festival Hall.

TVA will be offering complimentary shuttle service throughout the commercial area of Teton Village on Tuesday through Saturday evenings, with on-call service and specific stops for patrons of the Grand Teton Music Festival. AFFORDABLE HOUSING – PARCEL J

Crystal Springs Ranch (CSR) is planning to develop its first phase of affordable housing on Parcel J in Teton Village.

The current site plan for phase one is comprised of 13 two-story townhouse style units in one standalone and six duplex arrangements. The units are being designed by Paul Bertelli of JLF & Associates (formerly Jonathan L. Foote and Associates), who designed the Cabins at Shooting Star. Each unit will be approximately 1,350 square feet with three bedrooms, two baths, and an attached spacious single car garage

CSR is dedicated to working with essential services and those entities that contribute to public service, safety, education, environmental integrity and other priorities identified collaboratively by community leaders. The ability to house essential personnel in the Valley and at an attractive resort is a significant community benefit and provides lasting investment in our Valley’s human resources.

Après Vous Condominiums was completed in January of 2011. SHOOTING STAR

Since its inception in the fall of 2006, Shooting Star has completed its golf course, clubhouse, pro shop/Nordic center, Alpine Barn, comfort station, driving range hut, golf maintenance complex, single family infrastructure, 18 golf cabins, 25 employee housing units, office space for the Grand Teton Music Festival, and restaurant space for Teton Thai. Together these projects totaled $134 million, came in $16 million under budget, and were all built on time or ahead of schedule. Credit goes to the experienced and skilled team of architects, engineers, and contractors, and to the dedicated staff, including Jason Wells, Bill Shrum, George Webster, Valerie Conger, Mike Kramer, Tyler Shrum, Dave Stoebner, Tim Grunska, Edgar Roberto Salinas Milpa, Sam Zuckerman, Scott Bancroft, Gary Gieck, and Eric Buthmann.
